Philip O. Osula is a State of California licensed attorney. He was born in Benin City, Nigeria. He emigrated to the United States of America in 1975, attended Morris Brown College in Atlanta, Georgia, graduated with a bachelor of science degree in Biology in 1979.

After graduating from Morris Brown College, Mr. Osula took interest in forensic criminology. He applied to and was admitted into Atlanta University in Atlanta, Georgia to study Criminal Justice Administration. He graduated with honors in 1983 with a Master of Arts degree in Criminal Justice from Atlanta University, with emphasis in law enforcement. After graduating from Atlanta University, Mr. Osula participated in mentoring programs in many high schools in the Atlanta metropolitan area. He mentored mostly to minority students.  Mr. Osula also worked in a private crime laboratory in Marietta, Georgia for two years.

Mr. Osula was very aware of and concerned about the deteriorating overall situation in Nigeria under the then successive military regimes. He wanted to make a difference in whatever ways he could. Mr. Osula decided to go back to Nigeria in 1987. While in Nigeria, Mr. Osula served in the National Youth Service Corps, a mandatory one year service to the nation after tertiary education, During the Youth Service, Mr. Osula was assigned to teach Biology in schools in villages that did not have teachers to teach the science subject. Mr. Osula also engaged in many community projects in several villages in Nigeria. He participated in the repairs and building of markets and health clinics. He volunteered to teach science subjects to high students after school hours and on weekends  due to the shortage of science teachers. He taught the villagers preventive measures against diseases including but not limited to sanitation and personal hygiene. He also taught Law Enforcement Theories and Techniques to cadets in Police College in Lagos, Nigeria who sought his expertise. After completing the one year National Youth Service, the overall situation in Nigeria under the military administration worsened. The government was very unstable, security almost non- existent and job opportunities were severely limited.

He returned to the United States in 1989, settled in Los Angeles, California. He became interested in law. He tested his interest in law and attended Barclay College in Los Angeles, California, graduated with a diploma in Paralegal studies in 1990. He worked as a contract paralegal for a private agency for a while. In 1995, Mr. Osula was employed by the Los Angeles County Public Defenders Office as a paralegal. While in the employ of the Public Defender, Mr. Osula attended law school part-time. He attended the University of West Los Angeles School of Law in Inglewood, California, graduated from law school in 1999, passed the California State bar. He worked with the Los Angeles County Public Defender as an attorney before starting his private practice in 2006.  He practices in the areas of Criminal Law, Civil Litigation and Probate. 

Mr. Philip O. Osula is married to his beautiful wife, Violet. They have been married for twenty three years. They have four children.
